What is Occupancy certificate?

Also called: OC, Occupation certificate

Issued by the local body once a building is complete and fit to live in. Without it, water and power connections can be refused, and resale is hard.

How it works and what to check

The municipal corporation or development authority issues the occupancy certificate after inspecting a finished building against the sanctioned plan, fire safety and other approvals. It certifies that the building may be lived in or used.

Under RERA a builder is expected to offer possession once the occupancy certificate is issued. Many banks will not fund the purchase of a flat in a building without one, and utilities may refuse permanent connections.

Ask for a copy and check that it covers your tower and floor. Some buildings have a part OC for only some floors or wings.

Common questions

Can I move in without an occupancy certificate?

Moving in without one is risky: the building may not match its approvals, lenders may refuse loans and the local body can act against unauthorised occupation.

What is a part OC?

An occupancy certificate for only some towers or floors of a project. Check that the one you are shown names your unit's tower and floor.
