External Development Charges and Infrastructure Development Charges: fees that Haryana (and some other states) levy on licensed colonies for roads, water, sewerage and wider infrastructure, which builders pass on to buyers.
How it works and what to check
Developers of licensed colonies around Gurugram, Faridabad and other Haryana towns owe EDC and IDC to the state, and cost sheets show them as a per-square-foot charge. Some other states levy similar development charges.
Buyers have been hit when a developer collected these charges but did not pay them to the state. Ask whether the project's dues are paid and get the charge itemised in the agreement.

The state can act against the licence, which can delay approvals. Raise it with the developer and, for registered projects, the RERA authority.
